Under UK law, subsidies over £10m must be referred to the SAU to determine if it complies with subsidy control requirements.
The findings of the SAU, though non-binding, have found the necessary requirements have been fulfilled in terms of how the subsidy is structured and justified.

The £55.28m subsidy is being made from Homes England, to be provided to Liverpool Waters Finance Limited and Peel L&P Developments - both subsidiaries of Peel L&P.
Homes England has stated this grant would support various ground and infrastructure works on the site to help deliver over 2,350 homes along with hospitality and office facilities.
Liverpool City Council applied for the grant which will be provided through Homes England’s Brownfield, Infrastructure and Land Fund.
