She replaces Peter Denton who stepped down earlier this year after holding the role since 2021.
However, from her LinkedIn profile and the press announcement about her appointment, it appears Amy has no experience in property or housing.
In contrast, Peter had 30 years of pan-European real estate experience.
Development Finance Today understands she was selected due to her experience leading public service organisations, which includes overseeing public finance and delivering under pressure.
In addition, in her previous roles, Amy oversaw a large network of properties in the UK prison system.
Amy will be tasked with steering the organisation and targeting regionalised delivery as part of the government’s aim to deliver 1.5 million homes.
She joins after serving as interim permanent secretary at the Ministry of Justice.
There, she led the department through spending review negotiations and major operational reforms.

As well as being CEO of the Prisons and Probation Service she has also previously served as director general for probation, Wales and youth justice.
“Today marks a momentous step for Homes England and I am delighted that Amy will be leading the charge to help us turn the tide on the housing crisis,” said Angela Rayner, deputy prime minister and housing secretary.
“I know Amy’s exceptional leadership and track record makes her the ideal choice as we work together to build 1.5 million homes, deliver the biggest expansion in social and affordable housing in a generation, and raise living standards in every region across the country.
Amy added: “It is a huge privilege to join Homes England and lead those responsible for delivering such a critical agenda for our country.
“The housing crisis is one of the most urgent challenges facing our country, and I look forward to working closely with colleagues, government, industry, and communities to deliver the homes people need.”
She will start her role on 8th September.
