A surge in planning permission approvals since 2024 and into 2025 has contributed to this which has surpassed the annual amount required.
According to the Greater London Authority, a minimum of 5,000 student beds need to be created a year to keep up with demand.
Lichfields has found this number has been surpassed each year since 2023, with over 15,000 beds created so far in 2025.
Additionally, around 19,600 PBSA bedrooms are currently awaiting planning determination.

Authorities’ planning permission stances have been supportive during this time with a 73% approval rate since 2024.
In addition, 80% of approved PBSA schemes secured the majority of permitted bedrooms sought.
“The research identifies a healthy pipeline of schemes with approval which should translate into deliveries,” said Jonathan Hoban, associate director at Lichfield.
“Against the poor backdrop for conventional housing in London, the provision of PBSA not only ensures London remains a leading destination for higher education but it could help deliver more affordable homes. It could be a win-win situation for London.”
