HBF urges action on Welsh housing crisis



The Home Builders Federation (HBF) has urged the next Welsh government to address its worsening housing crisis, setting out steps in a new manifesto.


The HBF has published a report, Increasing Housing Supply in Wales, ahead of the 2026 Senedd election.

This includes 12 ‘essential’ actions for incoming policymakers to address.

These actions revolve around setting a national all-tenure target for housing delivery over the next Senedd term, and increasing the use of short-term reviews of local development plans.

As well as introducing stronger statutory deadlines to replace plans once they expire, the HBF is also calling for the Help to Buy Wales scheme to be extended beyond September 2026.

A national development framework from the Welsh Government, published in 2019, estimated that 7,400 new homes would need to be delivered annually.

However, an average of just 5,300 homes have been built each year since then.

“With the right policy changes, home builders are ready to step up and deliver the homes communities urgently need,” said Neil Jefferson, CEO at the HBF.

“The upcoming election is a chance to address the shortcomings of housing policy in Wales.

“Increasing housing supply has the potential to boost Wales’ economic outlook, create jobs, and provide greatly-needed homes.”
