A property development firm has been issued with a substantial fine by the Health and Safety Executive after workers were caught carrying out dangerous work.

The development firm, Copelare Ltd, based in Liverpool, has been found guilty of breaching Section 3(1) of the Health and Safety at Work Act and was fined £7,000 with £1496.50 costs at St Helens Magistrates Court.

It was found that two contract workers were spotted by a member of the public working on a tower platform in the centre of St Helens without adequate protection for the public who were walking below.

Section 3(1) of the Health and Safety at Work Act states: “It shall be the duty of every employer to conduct his undertaking in such a way as to ensure, so far as is reasonably practicable, that persons not in his employment who may be affected thereby are not thereby exposed to risks to their health or safety.”
