The club’s board said the “astonishing decision” by Brighton & Hove City Council’s planning committee had left it “extremely disappointed”.
It had applied for a hotel and cancer treatment centre next to the American Express Community Stadium.
In a statement to its fans, Brighton & Hove FC said it believed the planning committee had failed to properly take into account the huge social and economic benefits the development would bring to the city.
“The design of the hotel was undertaken by the same architects responsible for the stadium, and carried out to complement it, as well as other new buildings in the immediate vicinity of the site,” said the club.
“The board does not agree that the hotel's design is not in keeping with the stadium, or that it would detract from views of the stadium.
“The proposed development was also designed within a strictly controlled budget and the design reflected the requirements of a range of partners.”
The board has decided to put the development on hold while it consults with its project partners to see if a solution can be reached.
