The Westminster House scheme will see the conversion of the former AGF House into 237 apartments over six floors, together with amenities, including a gym, cinema, communal entertainment facilities and work spaces.
The scheme will also provide secure parking for residents and CCTV security.
Westminster House will be located close to Milton Keynes Central overground train station, offering direct transport to London Euston.
Proposals have been submitted to Milton Keynes Council for the development — once approved, construction is expected to start early next year.

Nick Sellman, CEO at Urban Village Group, said: “There is a strong and growing demand for homes in the private rented sector and our Westminster House development will help address the growing requirement in the Milton Keynes region.
“As the national housing shortage continues, there is significant scope for major growth in the BTR sector.”
Graham Haydon-White, development director at Urban Village Group, added: “We are looking forward to creating an exciting new development of high-quality homes right in the very heart of Milton Keynes’ city centre.
“We will be transforming an empty and unloved office building into a place people will really enjoy coming home to, with all the shopping and leisure facilities right on their doorstep.”
